Ten-year old Felicity Merriman is barely growing up on Williamsburg, Virginia, before the Revolutionary War. Proud and independent, Felity decides to tame an untamed horse owned by a tanner, Jigy Nye, who abuses the animal. Although her parents forbade her from going with Jigy's untamed horse, Feli goes anyway, and even though her parents try to stop her, she still runs away to become with Penny, the untamed horse.
Feli soon falls in love with Fredericksburg and travels there. While there, Feli and her friend Polly return home from school and visit Penny for the first time.
While Feli and Polly wait for a bus, they see a man in a carriage and decide to join him. They get on the bus and ride to the Capital City. They arrive there, and Feli decides that she wants to get to know the people in the capital better, so she and Polly take a look around the city.
Feli and Polly decide to visit the Williamsburg courthouse. They are stopped by the constables and taken to jail, but Feli's father pays them a visit. He tells his daughter that he loves her very much, but he can not marry her because of a law passed by King George. However, when Feli and Polly's father changes his mind, they have an engagement party thrown for them at Penny's home.
At the engagement party, Feli and Polly are delighted to discover that their father is actually marrying Polly to another woman, Lady Jane Williams, daughter of a wealthy Williamsburg citizen. They find out later that Lady Jane is actually Fredericksburg's mayor and is the father of a number of Feli's friends, including Polly's younger brother.
As the two girls enjoy their time at the party, a boy named Richard is visiting them and introduces them to the city of Fredericksburg. and its resident citizens. After a night of good company, the two girls take a day trip into the city to explore it and Feli finds herself falling in love with a man named James Gatz, a land surveyor.
After finding out that her new boyfriend has been married before, Feli and her friend Polly plan to spend some time in Fredericksburg to see what the town has to offer. While on their day trip, they end up meeting Lady Jane and Richard, and as Feli and Polly share Richard's interest in the city, she learns how her family came to be in this place, which leads to her learning more about her father's love for the city.
Feli and Polly end up falling in love with each other, and they decide to go to Fredericksburg together. The two women have a great time during their trip, and Feli's father and mother, who disapprove of her relationship, allow the two friends to go on with their wedding in an effort to make things easier for the couple.
Meanwhile, back in the present, Lady Jane learns about Felicity's feelings for Richard and decides that the best course of action is to warn her daughter against the engagement. She advises Feli to marry Richard, so her father's name does not end up on the marriage license. Feli becomes suspicious and starts looking into Richard. Richard discovers Lady Jane's father's secret, but the two lovers become closer and soon fall in love.
